Why don’t I have a budget?

There is a lot of talk about empowering teammates in leadership circles. I have learned that teams that do not release the management of resources to the people responsible for the ultimate use of those resources have a problem empowering their team to do their jobs. If a person cannot be trusted with a portion of the team’s budget, then we should ask why that person is given any responsibility in the first place. Why are they on the team? Why does the leadership not trust the team with the management of resources? When both questions are answered, it can really cut to the heart of the issue.
